Gordon added that the President’s repeated endorsement of the killing of drug suspects if they fight off policemen leads to a misconception that he is sanctioning the use of unnecessary violence. <br />

“Maingay ang Pangulo, sobrang ingay ng Pangulo. Tama lang na ipakita niya na galit siya sa droga pero huwag na siyang mag-ingay na ‘I will kill you,’ Hindi tama ‘yan,” Gordon said.<br />
<br />
“Kaya he is falling on his own sword, nadadapa siya sa kanyang espada dahil salita siya nang salita, napag-bibintangan tuloy ang bansa na ‘yan ang nangyayari.”<br />
<br />
[The President is too noisy. It is alright for him to show that he loathes drugs, but he shouldn’t say ‘I will kill you.’ That’s not right. He is falling on his own sword, tripping on his sword because he talks and talks so the country is accused that that’s what is happening.]<br />
<br />
But Gordon, who is leading an inquiry into the spate of extra-judicial killings under the Duterte administration, agreed with the President that other countries, especially the US, should not interfere with Manila's anti-narcotics policies.<br />
<br />
Gordon said the Western superpower has no moral superiority to investigate possible abuses against Filipino drug suspects, given its own record of rampant police killings. <br />
<br />
“One dead is one dead too many, kailangang imbestigahin pero wag sila [it should be investigated, but not by them (US)]. Let those without sin cast the first stone,” he said. <br />

Evasco said of alleged plans of Liberal Party members and some elite businessmen out to topple President Rodrigo Duterte.<br /><br />Speaking on Friday, September 30, during the induction ceremony of new officers of <a href="http://todaysupdateph.blogspot.com/2016/09/look-expert-solons-to-face-raps-if-they.html">Zamboanga del Norte United Correspondents</a> (ZNUC) – a group of local media practitioners here, Evasco said that no amount of talking would bring about destabilization. Plotters, he said, "have to have an armed component" to pursue their plans.<br /><br />"So karon, sigi silang pagkumbinsi sa military ug pulis, kini si (Senator Antonio) Trillanes (IV), nga mo-apil sa ilang kausa pagpukan ni Duterte," Evasco said. (Now, they are convincing the military and police, this <a href="http://todaysupdateph.blogspot.com/2016/09/look-expert-solons-to-face-raps-if-they.html">Senator Antonio Trillanes IV,</a> to join in their cause to topple Duterte.)<br /><br />The Cabinet secretary explained that the<a href="http://go.ad2up.com/afu.php?id=774878"> so-called elite</a> in Manila identified with the Liberal Party could not accept that they would be defeated by somebody who comes from Mindanao.<br /><br />"That's because they look down on us, they did not know that our minds were molded by our experiences, our studies, and our outlook of life that the elite don't have," Evasco said.<br /><br />He added that the elite group first tried to destroy Duterte at the grassroots level by using the media, riding on issues of summary killings, extrajudicial killings, and the burial of former president <a href="http://go.ad2up.com/afu.php?id=774878">Ferdinand Marcos.</a><br /><br />"Sad to say, there are a lot of media practitioners who succumbed to the temptation of money. And we are talking of millions of pesos here," Evasco said.<br /><br />Evasco added that plans for the coup attempt fizzled out, and the group went international, which is why, he said, American PresidentBarack Obama, United Nations (UN) Secretary General Ban Ki-moon and the European Union want to investigate Duterte on human rights amid the rising number of drug-related killings in the Philippines.<br /><br />"And it was good they did it because it was an opportunity for (President) Duterte to enunciate his<a href="http://go.ad2up.com/afu.php?id=774878"> independent foreign policy,</a>" he added. "By being rich, America or the European Union or the UN have no right to tell us what is good for us. In pursuing an independent foreign policy, you must be a friend to everybody. And if the President is resisting the bullying of our supposed friend, the United States, it doesn't mean we are already aligning with the opposite, China or Russia."<br /><br />Evasco also said that those who are against Duterte are now saying he is a communist to scare people and entice the military and police to join them by engaging in armed adventurism.<br /><br />"But I want to tell you, my people in Dapitan and Zamboanga del Norte, they will fail, because anything you do – if it benefits the people – it will never be toppled down," Evasco said.<br /><br />Trillanes dismissed the allegation as "<a href="http://go.ad2up.com/afu.php?id=774878">absolutely not true</a>." He said they were "nothing but a misdirection from the political backlash the Duterte administration has been getting as a result of its bloody <a href="http://go.ad2up.com/afu.php?id=774878">war on drugs</a>."<br /><br />Trillanes also said, "President Duterte brought the crisis upon himself when he started killing his own people. It was made worse by the series of diplomatic blunders and controversial statements by the President himself."<br /><br />Evasco reminded media practitioners in<a href="http://go.ad2up.com/afu.php?id=774878"> Zamboanga del Norte </a>to be true to their chosen field of service: "The government and media have no other masters except the people. Tell the truth, defend the voiceless and the oppressed. MANILA, Philippines (UPDATED) – At least one <a href="http://getupdatedph.blogspot.com/2016/09/read-duterte-eyes-return-of-philippine.html">high</a>-<a href="http://getupdatedph.blogspot.com/2016/09/read-duterte-eyes-return-of-philippine.html">profile</a> inmate at the New Bilibid Prison died Wednesday, September 28, after a “riot” erupted between inmates earlier in the morning.<br />

In radio and television interviews, Justice Secretary Vitaliano Aguirre II confirmed that a certain Tony Co, an inmate at Bilibid, died after the riot at Building 14.<br />
<br />
Other high-profile inmates – Peter Co, Vicente Sy, Jaybee Sebastian –<a href="http://www.rappler.com/nation/146926-jaybee-sebastian-law-ruled-bilibid"> </a>and retired police Chief Inspector Clarence Dongail were also injured, according to Aguirre.<br />
<br />
Co, Sy, and Sebastian were taken to the Medical Center Muntinlupa. The Dongail was also hurt, Aguirre said, but did not want to be brought to a hospital and chose to be treated at the Bilibid.<br />
<br />
Co is supposedly 50/50 while <a href="http://getupdatedph.blogspot.com/2016/09/read-duterte-eyes-return-of-philippine.html">Sebastian </a>is “stable,” according to Aguirre.<br />
<br />
Citing what he called "sketchy, initial reports," Aguirre said the two Cos and Sy were reportedly using shabu at the cell of Peter Co. An inmate, Edgar Cinco, saw them, and reported them Dongail.<br />
<br />
Dongail reportedly called out the group for using illegal drugs, and then went to the cell of Sebastian. Tony Co supposedly ran after Dongail and attempted to attack him.<br />
<br />
"There was a riot," Aguirre said, adding that an "<a href="http://getupdatedph.blogspot.com/2016/09/read-duterte-eyes-return-of-philippine.html">icepick</a>" was used.<br />
<br />
In the end, Tony Co was killed. Sy, Peter Co, and Sebastian were also hurt enough to require hospitalization, said the justice secretary.<br />
<br />
Dongail, who was the reported subject of the attack and was supposed to have been stabbed as well, according to Aguirre, was not included in the list of injured in the official statement released by Justice Undersecretary Ericcson Balmes.<br />

Aguirre: Sebastian should live<br />
<br />
Asked how shabu could still exist in the Bilibid, when it was already being guarded by the Philippine National Police-Special Action Force troopers, Aguirre said the problem could not be completely wiped out at once.<br />
<br />
Responding to questions, Aguirre said Peter and Tony Co, and Sy, are serving time for drug-related offenses. "They are considered among the biggest drug traders in the country," he said.<br />

Asked if he planned to go to Bilibid following the incident, Aguirre said he had no time as he was part of the presidential <a href="http://getupdatedph.blogspot.com/2016/09/read-duterte-eyes-return-of-philippine.html">delegation</a> to Vietnam, where President Rodrigo Duterte will have a working starting. They were due to leave early Wednesday afternoon.<br />

Then he said, "Ang masasabi ko lang ito ay hindi maganda sa gobyerno na mamatay si Jaybee Sebastian dahil 'yan ang talagang inaasahan namin na siya ang magspill ng beans, diretso 'yan kay Secretary De Lima eh. So ayaw naming mamatay 'yan, gusto naming buhay siya."<br />

The United Nations even suggests that the state should pursue policies to enhance active aging through better social interaction, economic independence of the elderly, and their participation in community activities," said Albay 1st District Representative Edcel Lagman in a press conference on Tuesday, September 27.<br /><br />"I call on the government to really address this pressing problem of an aging population," the 74-year-old lawmaker added.<br /></b><div>

<b>In his first State of the Nation Address, President Rodrigo Duterte announced the plan to lower personal income and corporate taxes.<br /><br />The Department of Finance (DOF) earlier this week also submitted its proposed tax reform program to both houses of Congress. Sa kultura naman natin 'di ba, 'yung mga senior citizens pinagpipitagan natin, ano? E bakit kung ano man 'yung exemption na binigay ng sa senior citizen, tatanggalin natin? (In our culture, we respect senior citizens. So why would we remove the exemption granted to them?)" said the 81-year-old Daza.<br /><br />DOF spokesperson Paola Alvarez earlier clarified, however, that the government will retain senior citizens' 20% discount on purchases as well as VAT exemptions on raw food and healthcare. <b><br /><br />MANILA, Philippines – Senator Antonio Trillanes IV, one of President Rodrigo Duterte's critics, sought a Senate inquiry into the alleged "direct" involvement of Duterte in the Davao Death Squad (DDS) killings.<br /><br />Trillanes delivered a privilege speech on Monday, September 26, to defend the credibility of witness Edgar Matobato, self-confessed hitman of the DDS, who accused Duterte of ordering killings when he was Davao City mayor.<br /><br />"I now move that this privilege speech be referred to the committee on accountability of public officers and investigations so that an inquiry be conducted to look into the alleged direct involvement of then mayor and now President Duterte and other public officials in more than a thousand killings in Davao City through the Davao Death Squad," Trillanes said.<br /><br />he senator tagged Duterte as the "mastermind" of the killings and a "mass murderer."<br /><br />But several allies of Duterte – senators Alan Peter Cayetano, Richard Gordon, and Juan Miguel Zubiri – opposed Trillanes, saying the committee and the chamber are not the proper venues to investigate the President.<br /><br />Senate President Aquilino Pimentel III wanted a viva voce vote on whether to approve or reject Trillanes' motion.<br /><br />But Majority Leader Vicente Sotto III counter-proposed that it be referred to his committee on rules for "proper review and study."<br /><br />Asked about this, Trillanes initially said it seems the motion is practically shelved already.<br /><br />"Parang ganun na nga (Seems like it)," he said in a text message.<br /><br />But in a separate interview with reporters, Trillanes said the motion is "still there."<br /><br />"The motion is not dead technically. It's going to be studied by the [committee on] rules," he added.<br /><br />Impeachment, not Senate probe<br /><br />Cayetano said the House of Representatives, which is presently composed of Duterte allies, and not the Senate is the proper venue, citing the 1987 Constitution.<br /><br />Zubiri echoed the same sentiment, as he said there is a "different mechanism" for investigating the President and other officials such as Supreme Court justices and constitutional commission officers.<br /><br />"Iba po trato sa Pangulo (There is different treatment for the President). Proper way is to go to the House of Representatives for whatever purpose, they can initiate impeachment," Zubiri explained.<br /><br />He added that the Senate should not be involved as the senators might one day serve as judges in an impeachment court. He urged his colleagues to start working on more important issues instead.<br /><br />"We will prejudge the case, a possible impeachment case. Ang dami nating problema, dami kailangan gawin – 'yung budget 'di pa tapos (We have many problems, we have many things to do – the budget is not yet finished), we should confirm members of Cabinet so they can continue doing their jobs. Maybe we can bow down to other matters of business," Zubiri said.<br /><br />Gordon, the chairman of the blue ribbon committee, rejected the motion outright, even before it was referred to the rules committee. He also hit Trillanes for calling the President a "mass murderer," saying it is "uncalled for" and is only reserved for the likes of Cambodia's Pol Pot, Russia's Joseph Stalin, and Germany's Adolf Hitler.<br /><br />The motion, Gordon added, is "premature" and just a "waste of taxpayers' money."<br /><br />"That's premature. What will I do? If I investigate it, he won't appear before me. That's not allowed.There is a process. You do not investigate the President. The only way you can investigate the President is through impeachment," Gordon said in a mix of English and Filipino.<br /><br />"What would it do if I say he's guilty sige, saan ko dadalhin? 'Di babalik din ako sa Congress (then where will I bring the case? I would have to go back to Congress). They're not gonna start anything until I have something there. So it's a waste of taxpayers' money."<br /><br />'But Senate probed Estrada, Arroyo, Aquino'<br /><br />Trillanes, for his part, disputed this claim, citing past Senate investigations on former presidents. He maintained the blue ribbon committee is the most appropriate body to handle the matter.<br /><br />For the senator, impeachment is not the only way to probe a sitting president.<br /><br />"Naalala natin inimbestigahan dati si President Erap, si GMA, tapos si President Aquino, 'yung sa DAP (Disbursement Acceleration Program), 'yung Mamasapano. Gano'n lang 'yun. This is a system of checks and balances. 'Wag sila matakot. That’s an opportunity for them i-clear ang kanilang mga pangalan," he said.<br /><br />(If you recall, there were investigations on President Erap, on GMA, then President Aquino regarding DAP and Mamasapano. It'll just be like that. This is a system of checks and balances. They have nothing to fear. That's an opportunity for them to clear their name.)<br /><br />Asked what his end goal is, Trillanes said he only wants Duterte to be held accountable for his actions. <span style="font-family: inherit;"><b><br />MANILA, Philippines –The chairman of the House committee on justice on Saturday, September 24, defended the convicts testifying against Senator Leila de Lima on the alleged illegal drug trade in the New Bilibid Prison (NBP).<br /><br />Oriental Mindoro 2nd District Representative Reynaldo Umali said, <i>"Does she expect angels to squeal?"</i><br /><br />Umali explained: <i>"We summoned witnesses who have first-hand knowledge of the illegal activities in prison. Who else can they be but convicted criminals themselves?"</i><br /><br />This comes as De Lima claims the Duterte administration pressured convicts to testify against her at the ongoing probe House probe on the alleged proliferation of the drug trade at the NBP when she was justice secretary.<br /><br />All the convicts, as well as some other witnesses who were presented at the congressional inquiry, were granted immunity from suit for anything they may say at the hearings.<br /><br />President Rodrigo Duterte said this probe shows he <i>"was correct all along"</i> in linking De Lima to illegal drugs.<br /><br />De Lima, however, said on Tuesday, September 20, "Prisoners are being selected and isolated just to be intimidated into implicating me and to fit the President’s narrative that I am a drug lord coddler, aside from being the most evil woman in the planet."<br /><br />Umali, in turn, pointed out on Saturday: <i>"We are conducting an investigation in aid of legislation on the extent and magnitude of the illegal drug trade right within the biggest prison facility in the country. The Bureau of Corrections that oversees the NBP is under the Department of Justice, which she headed during the previous administration."</i><br /><br />"If she really wants to clear her name and help government stop the proliferation of illegal drugs not just in the NBP but also in the entire country, then she may wish to appear in our next hearing instead of casting aspersions on the integrity of our probe through media," Umali said.<br /><br />In a news briefing on Thursday, De Lima praised how Umali had conducted the congressional inquiry, so far.<br /><br /><i>"Representative Umali is rather fair in handling the proceedings," she said.</i><br /><br />De Lima said that Umali is one of the godfathers of her eldest son, and a fraternity bother. MANILA, Philippines – Senator Leila De Lima on Friday, September 23, called Justice Secretary Vitaliano Aguirre II “stupid” for apparently not seeing government's inconsistent moves in its fight against illegal drugs.<br /><br />De Lima was reacting to the House inquiries into her alleged role in the proliferation of illegal drugs in the New Bilibid Prison, the Philippines' national penitentiary in Muntinlupa, Metro Manila.<br /><br />She questioned why Aguirre was allowed to cross-examine the same witnesses, mostly drug convicts, that he brought to testify against her. <br /><br />“The House allows Aguirre to conduct the examination of his own witnesses, while in the Senate, Matobato is subjected to uninhibited, gruelling cross-examination, at times with misleading questions designed to confuse a Grade 1 dropout,” De Lima said in a text message to reporters.<br /><br />Edgar Motabato is the self-confessed hitman of the Davao Death Squad who accused President Rodrigo Duterte of ordering killings when he was Davao City mayor. <br /><br />It is ironic, De Lima said, that the Duterte administration is now partnering with drug lords in its drug war when it once accused them of plotting to kill the President.<br /><br /><i>“Kasi daw ang mga drug lord at criminal sa Bilibid ngayon ay kakampi na ng Pangulo sa kanyang giyera sa droga,” De Lima said. (Because now, drug lords and criminals inside Bilibid are allies of the President in his war against drugs.)</i><br /><br />De Lima was earlier ousted as chairperson of the Senate committee on justice and human rights looking into the spate of extrajudicial killings, days after she first presented Matobato as witness.<br /><br />Change of heart?<br /><br />De Lima slammed Aguirre and called his situation “laughable," as she pointed out the apparent flip-flopping of the Duterte administration in its campaign against illegal drugs.<br /><br /><i>"Napakalaki nilang mga tanga para hindi mapansin na nagkakabalubaluktot na ang kanilang mga sinasabi," she said. (How stupid of them not to notice how skewed their statements are.)</i><br /><br />She asked: If before the administration said drug lords were planning to kill the President, why are they partnering with them now?<br /><br />“<i>Ni hindi napapansin ni Aguirre kung gaano na katawa-tawa ang sitwasyon nila. Ang kakampi pala ng Pangulo sa kanyang Giyera sa Droga ay ang mga drug lords na minsan sinabi nilang nag-ambag ng isang bilyon para ipapatay siya,” she said. Change of heart?” De Lima asked.</i><br /><br />De Lima is the subject of a House probe into the proliferation of illegal drugs in the national penitentiary during her stint as justice chief.<br /><br />Convicts, criminals, and gang leaders have accused her of receiving drug money for her 2016 senatorial campaign. Duterte also accused her of being “immoral” for having a relationship with her supposed married driver.<br /><br />De Lima has denied all accusations and claimed all evidence and testimonies against her are only fabricated, adding some witnesses were tortured or pressured to testify against her.<br /><br /><br /><br /><br /><h4>

MANILA - The criminal complaints filed by self-confessed killer Edgar Matobato against 5 policemen for torture, arbitrary detention, and violations of the rights of a detained or arrested person were dismissed by the Department of Justice (DOJ) as early as last June.<br /><br />In an 8-page resolution obtained by ABS-CBN News, dated June 30, 2016, the DOJ, through Assistant State Prosecutor Charlie Guhit, junked the charges against police Senior Superintendent Vicente Danao, Jr., SPO4 Arthur Lascañas, SPO2 Rizalino Aquino, SPO2 Bienvenido Furog, and SPO1 Reynante Medina "for insufficiency of evidence to establish probable cause."<br /><br />Danao and Medina were charged by Matobato and the National Bureau of Investigation (NBI)-Anti-organized and Transnational Crime Division-Death Investigation Unit with torture, as penalized under Republic Act (RA) No. 9745, and violations of RA No. 7438, "An Act Defining Certain Rights of Person Arrested, Detained or Under Custodial Investigation As Well As the Duties of the Arresting, Detaining and Investigating Officers, and Providing Penalties for Violations thereof."<br /><br />Lascañas, Aquino, and Furog, meantime, were charged for arbitrary detention.<br /><br />The DOJ said that while Matobato claimed that he was "unlawfully arrested and eventually detained by respondents from June 19-26," evidence, including a copy of an excerpt from the daily records of the Investigation and Detective Management Branch of the Davao City Police Office, were presented by respondent police officers that he was arrested for violation of RA No. 10591, also known as he <i>"Comprehensive Firearms and Ammunition Regulations Act."</i><br /><br /><i>"Matobato was arrested without a warrant of arrest because police officers... actually recovered from his possession and control, the following: 1) .45 caliber pistol with serial number 071250; 2) Firearm License Card with expired permit to carry ID...; and 3) three pieces of magazine of same caliber loaded with twenty nine rounds of ammunition.</i><br /><br /><i>"Well-entrenched in jurisprudence is the time-honored principle that the law bestows upon a public official the presumption of regularity in the discharge of one's official duties and functions," the resolution read.</i><br /><br />The DOJ added that given the validity of Matobato's arrest, it follows that "his detention is likewise lawful."<br /><br /><i>"Evidently, respondents have the right to detain complainant Matobato within the period provided by law or rules," the resolution read.</i><br /><br />The DOJ added that the policemen were able to file the appropriate charges against Matobato before the prosecutor's office. The case was eventually filed with the Municipal Trial Court in Cities, 11th Judicial Region, Davao City. Matobato posted bail on this charge on June 30, 2014.<br /><br />BROKEN CHEST BONE<br /><br />On the charge of torture, the DOJ said that while Matobato claimed that his alleged torture broke a bone in his chest, an NBI Medico-legal Report showed, among other findings, that the "radiologic report of chest" on June 23, 2015 gave "negative" chest injury findings or negative traces of "a healing bone or healed bone in his chest."<br /><br />The statement of his witness, Joselita Abarquez, regarding the supposed torture also fell as "hearsay," the resolution pointed out.<br /><br />The DOJ further stressed that since Matobato was discharged from the DOJ Witness Protection Program (WPP) upon his request, "there is no more material witness in this criminal case considering that no information was given... whether he still intended to pursue the case and testify against respondents."<br /><br />The DOJ resolution was approved by Senior Deputy State Prosecutor Theodore Villanueva and Prosecutor General Claro Arellano.<br /><br />Matobato hit the headlines for accusing President Duterte of being behind the so-called Davao Death Squad (DDS), of which he claims to be a former hitman.<br /><br /><br /><br /><br /><h4>
