<span style="font-family: inherit;">PAMPANGA, Philippines – A clandestine illegal drugs laboratory that had the potential to produce 100 kilograms of methamphetamine hydrochloride (shabu) per day was discovered by local officials and policemen in a remote village at the foot of Mt. Arayat on Thursday, September 22.</span></div>

<span style="font-family: inherit;">Arayat town mayor Emmanuel Alejandrino said he was with a team of policemen, sanitation officers, and fire protection officers when they tried to inspect the gated and fenced property in Barangay Lacquios.</span></div>

<span style="font-family: inherit;">PDEA Region III information officer Glen Guillermo told Rappler the machines and equipment inventoried by the agency inside the compound include a combustion tower setup, a diesel-powered power generator, one industrial chiller, a set of power controllers, 7 units of industrial distillation setup, and a reaction mixer.</span></div>

<span style="font-family: inherit;">During a </span>Senate hearing on August 23, <span style="font-family: inherit;">Commission on Human Rights (CHR) Chairperson Chito Gascon had said that based on the definition of a </span>United Nations<span style="font-family: inherit;">(UN) report, extrajudicial killings refer to any killing sanctioned by the government "as well as others that the government failed to investigate."</span></div>

She cited the ongoing Senate inquiry into extrajudicial killings under the Duterte administration conducted by the Senate committee on justice and human rights.</span></div>

Most remarkable drop was at 19 percent between Aug 10 and 16.</div>

The decline in the reported deaths came on the heels of an open letter on extrajudicial killings issued on Aug. 2 by the International Drug Policy Consortium (IDPC), a UK-based network that counts 154 NGOs worldwide as members.</div>

ABS-CBN’s independent monitoring showed that 1,365 drug-related fatalities had been reported from July 1 to Sept. 6, reaching its peak between July 27 and Aug 2, and between Aug. 3 and Aug. 9, with 157 and 159 weekly reported fatalities, respectively.</div>

Thirty out of the 822 alleged drug suspects killed in police operations occurred on July 1 alone, the highest number of drug suspects killed in police operations recorded in a day.</div>

According to the 2015 Annual Report of the Philippine Drug Enforcement Agency (PDEA), 11,321 out of 42,036 barangays (26.93 percent) were drug-affected.<br /><br />A barangay is said to be drug-affected, according to former PDEA Director General Arturo Cacdac Jr. in a report dated February 18, 2015, “when there is a determined existence of drug user, pusher, manufacturer, marijuana cultivator or other drug personality regardless of number in the area.”</div>
