Kung mag-surrender sila, bigyan natin ng tsansang magbago yung tao,” he said.<br /><br />“Tao lang tayo. Kaya nga umabot tayo ng 720,000 na surrenderers dahil nga sa human approach natin,” he added.<br /><br />However, Dela Rosa said celebrities who would surrender will still undergo normal process where they will be interviewed, and will be asked to execute their affidavit particularly on where they get their supplies of illegal drugs.<br /><br />Earlier, Dela Rosa said they will also implement <a href="http://todaysupdateph.blogspot.com/2016/09/watch-celebrity-drug-addicts-list.html">Oplan Tokhang</a> on the celebrities in the drugs watch list of President Rodrigo Duterte.<br /><br />He said that these people in show business will not be treated special just because they're <a href="http://todaysupdateph.blogspot.com/2016/09/watch-celebrity-drug-addicts-list.html">famous as a celebrity</a>.<br /><br />"If we are doing the Oplan Tokhang to ordinary citizens what is the difference why we cannot apply the same to people from the <a href="http://todaysupdateph.blogspot.com/2016/09/watch-celebrity-drug-addicts-list.html">showbiz world</a>?" de la Rosa said last Monday.<br /><br />In the case of the celebrities, it would be a modified Oplan Tokhang where he will talk to them in group.<br /><br />“Halimbawa sa isang network meron silang pito o sampu sa listahan gagawin natin doon (sa network). That is modified Tokhang, 'yung isang modification diyan ang tawag namin sa Davao ay Taphang, tapok hangyo, gather and plead. Meaning i-gather natin yung lahat ng TV personalities sa isang network, i-gather natin sa opisina nila then kausapin sila as a group,” said Dela Rosa.<br /><br />“We will talk to them collectively, hindi na individually. We will tell them na you are identified, please huminto na kayo at nakakahiya kayo sa taumbayan. Idol na idol kayo ng kabataaan tapos pala gumagamit kayo ng droga. So we will try to give them advice,” he added.<br /></b><br />

<b>PAMPANGA, Philippines – President Rodrigo Duterte on Tuesday, September 27, issued a public apology to several Pangasinan officials led by former governor now 5th District Representative Amado Espino Jr for being "negligent in counterchecking" a drug matrix he had earlier released to the public.<br /><br />In a news conference after he inspected a shabu laboratory at the foot of Mount Arayat in this province, Duterte apologized to Espino, Pangasinan District Board Member Raul Sison, and Pangasinan Provincial Administrator Raffy Baraan.<br /><br />"I'd like to apologize to you publicly. I say now, I'm very sorry. Trabaho ko 'yan (That's my job); it's part of my territory. Sometimes you're correct that life is not fair," he said.<br /><br />"Insofar as the drugs I think that somehow we were negligent in counterchecking in the first report," Duterte said.<br /><br />Duterte was referring to a "<a href="http://getupdatedph.blogspot.com/2016/09/look-president-dutertes-corrected-drug.html">drug matrix</a>" that implicated several local officials, and government bureaucrats with supposed links to Senator Leila de Lima and her alleged involvement in the illegal drugs trade when she was justice secretary overseeing the Bureau of Corrections.<br /><br />Espino, a Liberal Party ally, was tagged in the matrix as the "richest politician in Northern Luzon" who has "amassed unexplained wealth."<br /><br />Duterte said he was taking "full responsibility" for the lapses in the creation of the list.<br /><br />"I take full responsibility [dahil] ako nag-announce (because I announced it)," he said.<br /><br />Duterte, known for his propensity to pepper speeches and interviews with expletives, added: "Hindi ako kargado ng 'fried chicken' tulad ng iba. Masama bunganga ko pero 'pag ako nagkamali, it comes from the heart, I'm sorry," he said.<br /><br />(I'm not full of "fried chicken" like others. I have a bad mouth but when I make a mistake, it comes from the heart, I'm sorry.)<br /><br />"Fried chicken" is a local pun for "pride."<br /><br />Duterte, however, insisted that De Lima and Baraan's brother, former justice undersecretary Francisco Baraan III, have "clear" links to illegal drugs.<br /><br />The President explained that "there was a gap that can't be explained" between Baraan and Espino.<br /><br />This was despite having the report validated at least 4 times. The President said in an ambush interview late Thursday, September 22, that he had that particular matrix revalidated again as he could not find any links between Espino, among others, to illegal drugs.<br /><br />He added: "Kung meron man [link] it's either intriga, tsismis (If there were any links, it's either just intrigues, rumors) or it is purposely done without really checking the validity."<br /><br />Duterte said, however, that there was "probable cause" in terms of the officials' alleged links to black sand mining operation, as alleged in the drug matrix. He said he would not apologize for making this allegation.<br /><br />Espina had earlier met with Duterte to ask him for a chance to clear his name.<br /><br />The President in turn ordered an investigation on the former governor.
