<br />MANILA, Philippines – World boxing champion turned neophyte senator Manny Pacquiao took a swipe at another newbie colleague, former justice secretary Leila De Lima, during the 4th Senate hearing on the spate of extrajudicial killings under the administration.<br /><br /><div>
De Lima, former Senate justice committee chairperson, asked the panel to allow witness Edgar Matobato to finish his explanations. This came after several senators were continuously fielding questions to Matobato while the witness was not yet done answering a previous question.<br /><br /><i>"Again I go back to my appeal earlier. Iwasan po natin ang misleading. Kapag naman po siguro meron siyang ineexplain, hayaan naman po siya para makaexplain (If he is explaining something, allow him to finish his explanation)," De Lima said on Thursday, September 22.</i><div style="background-color: white; box-sizing: border-box; color: #4c4c4c; font-family: Roboto, "Helvetica Neue", Helvetica, Arial, sans-serif; font-size: 17px; line-height: 1.5; margin-bottom: 24px; margin-top: 8px;">

After De Lima's statement, Pacquiao then brought up the Senate rules.<br /><br />In an apparent swipe at De Lima, Pacquiao said senators are there to test the witness' credibility and not to defend anyone.<br /><br /><i>"What I understand, Mr Chairman, ito ay inquiry sa isang witness para pakinggan ang statement ng witness. Hindi natin dedepensahan siya kundi i-examine kung nagsasabi ng totoo (this is an inquiry into a witness to hear his statement. We are not here to defend him but to examine if his statements are true)," Pacquiao said.</i><br /><br /><i>"Tayong mga senador, nag-iimbestiga. 'Di magpo-protekta sa witness. 'Yun po ang rules natin dito (We senators are here to investigate, not to protect witness. That is the rule here)," the boxing champion said.</i><br /><br />It was Pacquiao who earlier moved that the Senate committee on justice and human rights be declared vacant, leading to De Lima's ouster as chairperson.<br /><br />Pacquiao is a party mate of President Rodrigo Duterte. He has so far echoed and defended the President's statements and views – from the intensified fight against illegal drugs and death penalty, to the supposed interference of the United Nations and European Union in Philippine affairs.<br /><br />Senator Richard Gordon, who replaced De Lima as panel chair, seemingly got offended by De Lima's request. He denied he has intentions to mislead the witness.<br /><br /><i>"I would normally say I resent that remark but you're a lady. I will always respect you as a lady. <span style="font-family: inherit;"><br /></span><span style="font-family: inherit;">This is based on the list of agenda and resource persons given to members of the media on Thursday, September 22. </span><br />
<span style="font-family: inherit;"><br />Those who attended the hearing are Chief Superintendent Leo Angelo Leuterio of the Philippine National Police-Internal Affairs Service, Senior Superintendent Dionardo Carlos of the PNP-PIO, and John Nery, editor-in-chief of Inquirer’s news website. Edgar Matobato, the self-confessed hitman of the Davao Death Squad, was also present. <br /><br />The National Bureau of Investigation and the Philippine Drug Enforcement Agency only sent their representatives. <br /><br />Meanwhile, human rights groups, including the Commission on Human Rights, skipped the hearing. <br /><br />Senator Richard Gordon now heads the hearing after the Senate, voting 16-4, removed Leila De Lima as chairperson of the committee on justice and human rights. <br /><br />The ouster of De Lima, President Rodrigo Duterte’s fiercest critic, came after she presented witness Edgar Matobato, a self-confessed hitman of the Davao Death Squad, who accused Duterte of ordering killings when he was mayor of Davao City.<br /><br />The CHR, which was consistently present in the previous 3 hearings, skipped the probe, citing “miscommunication” between them and the committee secretariat.<br /><br />“What the Senate committee wanted was to produce the witnesses under our protection which would be okay if the witnesses would consent as they had previously,” Gascon told Rappler.<br /><br />The CHR, however, failed to secure protection facilities for the witnesses like before. Gascon, in a letter to the committee, said they only recently found out about the continuation of the hearing, thereby lacking time to prepare.<br /><br />“Unfortunately, this time around, because of lack of material time we failed to secure protection facilities for the witnesses as before. Next time na lang when prepared na po (Next time when we are prepared),” Gascon said in a text message.<br /><br />Gordon said at the start of the hearing that the CHR had written the Senate panel about the matter. <br />MANILA, Philippines – “Ang batas ni Jaybee, nasusunood doon sa (Jaybee’s law is what’s followed inside) [New Bilibid Prison].”<br /><br />Noel Martinez, an inmate inside the New Bilibid Prison (NBP), said he did not want to have anything to do with illegal drugs while incarcerated, but upon the orders of Jaybee Sebastian, a co-inmate, he had no other choice but to find a way to deal narcotics. The proceeds, Martinez claimed, would be used for then justice secretaryLeila de Lima’s 2016 senatorial bid.<br /><br />Martinez made the disclosure on Wednesday, September 21, during the House of Representatives’ probe into allegations that the illegal drug trade flourished inside what was supposed to be a maximum-security prison during De Lima’s stint as justice secretary. Bilibid is managed by the Bureau of Corrections which is under the justice department.<br /><br />Asked why Sebastian was so influential inside Bilibid, Martinez claimed this was because of his supposed close ties to De Lima. Sebastian is also the leader of the Sigue-Sigue Commando Group.<br /><br />Martinez is only one of several inmates brought to testify against De Lima in the legislative hearing. All of the witnesses, convicts and National Bureau of Investigation (NBI) officials, were granted immunity from suit in the context of their testimonies by Congress. Other convicts claimed De Lima herself visited Sebastian’s “kubol” inside Bilibid, sometimes to collect proceeds from drug sales.<br /><br />Sebastian was also feared for his violent streak, said Martinez, who claimed that the gang leader once had someone “hammered on the head” inside prison. “You will just follow what he says to avoid conflict,” said Martinez of Sebastian.<br /><br />Martinez also lamented De Lima’s supposed preferential treatment for select inmates, particularly when the NBI raided the Maximum Security Compound in December 2014. De Lima singled out the “Bilibid 19,” high-profile inmates with supposed links to illegal drugs.<br /><br />“That’s my grudge against De Lima, she did not investigate well. Many of the ‘Bilibid 19’ aren’t even linked to drugs. Why was I included? That’s my question. Why was I included while [Sebastian] grew his business inside?” said Martinez. Proof of his unwillingness to be involved in drugs, he said, was his refusal to peddle 200 grams of drugs, despite Sebastian’s orders.<br /><br />It was supposedly Sebastian himself who fed De Lima information on who to isolate and list as part of the “Bilibid 19.” Martinez said Sebastian included Chinese nationals without links to drugs in the list, while excluding Chinese nationals whom he transacted with.<br /><br />Martinez, who heads the Genuine Ilocano Group inside Bilibid, said it was his job to “punish” inmates caught using illegal drugs. <br /><br /><br /><br /><br /><br /><br /></span><h4>
